Emmaus Europe’s work is based on a number of founding texts that set or reiterate the framework under which any action in Emmaus’ name should take place.
- The Universal Manifesto of the Emmaus Movement: Adopted on 24th May 1969 at the first World Assembly in Berne, the manifesto reiterates the rules that govern the movement, its aim, the resources provided and its inherent independence.

- Emmaus Europe Statutes: The statutes set the organisation’s goals and objectives and organise the areas of competence, roles and obligations of the region’s various bodies.
- Emmaus International Statutes: The guiding principles and requirements of Emmaus International provide a framework for Emmaus Europe’s work. The international association’s statutes also provide the basic common foundations for the statutes of the regional organisations.
